Alhaji Adamu Waziri Maina, the Former Minister of Police Affairs who is picking the forms for the fourth time to contest the Yobe State gubernatorial election has described himself as a perennial loser who had picked forms in 2003; 2007; 2010, failed and here again in 2014. But this time, he expressed optimism that he would win, adding, ”Good governance requires entrusting the state to educated person with reputation in the civil service”.
